| This article evaluates the effects of alternative fluid milk procurement strategies on the aggregate net revenue of Florida cooperative members. They are (1) supplemental milk obtained from import sources, (2) supplemental milk obtained from a supply plant, (3) increased supply as a result of an expanded production area, and (4) supplemental milk obtained through pooling arrangements with regional dairy cooperatives. The final ranking of a scenario appears to be dependent primarily on the total cost of exports within the model. The optimal procurement strategy for Florida cooperatives should concentrate on reducing the quantity of surplus milk. |

| The West Liberty Foods turkey cooperative was formed in 1996 to purchase the assets and assume operations of Louis Rich Foods (an investor-owned processing firm), which, at the time, announced the imminent shutdown of its West Liberty, Iowa, processing facility. We study the creation and performance of this "new generation" cooperative using field interviews with grower members and company management. We describe changes, before and after the buyout, in the contractual apparatus used for procuring live turkeys, and in the communication requirements, work expectations, and financial positions of growers. | USDA's Farm Service Agency (FSA) purchases food products for distribution through several of the Department's food assistance programs. This report describes FSA purchase methods and compares them to procurement strategies used by other Federal agencies and by private sector firms. It summarizes the principal policy issues faced by FSA in designing procurement strategies. And it uses a detailed statistical analysis to compare FSA prices to those realized in the private sector, and to identify the separate effects of agricultural commodity prices, seasonality, client location, purchase volumes, product characteristics, and competition on FSA product prices. |

| Buying environmental services from private landholders using tendering mechanisms are usually subject to a budget constraint. Auction theory has mostly focused on target-constrained auctions and is not well developed for this type of auction. This paper examines the predictive capacity of a simple model developed for budget-constrained tenders, already used to design new conservation programs, by submitting it to controlled lab experiments. We study the capacity of the model to predict both experimental bids and the performance of the auction institution, based on the kind of limited information typically available to a conservation agency.
